Sheff Wed Faces Serious Challenges, States New Football Authority

'Our role is integral to football's future' - independent football regulator the regulator's chair

Sheffield Wednesday's persistent issues are seen as a "serious issue" and the new football authority is aiming to acquire authority to look into club affairs in such situations, the newly appointed chairman David Kogan has stated.

During an extensive discussion, the regulator, who was recently selected, expressed "sympathy" towards the club's followers.

The regulator engaged with four supporters' associations connected to the Championship side recently.

The team have been facing challenges both on and off the pitch in this season, with the club missing wage payments on multiple instances, including in September.

"Evidently Wednesday represents a major concern for the league and a major challenge for the sport," the regulator explained.

"Wednesday stands as one of the historic institutions for football in England and recently we have met supporters' organizations.

"Our aim is to acquire the ability... which will permit us to bring the club and similar situations brought to our attention if they need to be investigated and acted upon."

Economic Challenges and Proprietorship Status

Wednesday's embattled owner the current owner indicated in the summer he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with prospective buyers.

Failure to pay player wages on time in earlier this year caused limitations by the football authorities in June, preventing the club from carrying out any recruitment activities for the following recruitment periods, although those limitations were removed in August.

Official's Viewpoint

Kogan said: "The position was created for the Owls followers, other clubs in similar situations where people are committed to a local institution that has existed throughout their lifetimes in multiple situations.

"I completely understand the club's situation, as I do for all the clubs that in modern times have encountered failure, or nearly ceased operations, for causes separate from the supporters."

Inquired if the regulator could force an chairman to relinquish a club if they are considered unfit, Kogan said: "When asking whether 'would we intervene in the final instance?', the answer is once we assemble the facts and understand the situation, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be viewed as the ultimate measure and the oversight body would choose to work with them.

"Our least desirable course of action is commence engagement with an particular organization, an individual owner, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the proprietor's dealing with," Kogan said.

"But the truth is, when you review the record of football, over the last 20 or 30 years there have been certain proprietors, a small minority, but certain individuals who have acted carelessly in the manner they have operated their organizations and finally refuse to accept accountability for the coming years."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with officials from numerous teams to explain the responsibilities of the authority recently and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the National League to the Premier League.

"The role holds considerable importance, because should mistakes occur, if the sport makes errors, the significant advances achieved might evaporate rapidly," Kogan said.

"Such an outcome is universally undesirable in the terms of English football is a substantial accomplishment - we've got to keep it going.

"There's an enormous amount of money flowing into the game and has come into football for the past two decades, because there are no assurances it will persist in entering the game, which is one of the reasons why I think we have to maintain a focused outlook on risk and of course, of the coming seasons."

Elite Division Worries

The Premier League opposed the creation of a regulator because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I fully support the achievement and development as an economic entity of the elite league.

"I of all people understand the apprehension regarding damaging the top flight as an elite competition of the nation. But concurrently, if you engage with division representatives after the recent gathering, they would have had a high level of reassurance -and, in fact, they have been telling us in private they have a high level of reassurance."

Political Connections

The chairman continues to confront a "thorough examination" by the Commissioner for Public Appointments after he acknowledged providing funds to the Labour Party in recent years.

The chairman donated money to government minister the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," Kogan said.

"I am no longer involved in any sort of politics."
