The UK and US have finalized a key bilateral deal that will keep no duties on British pharmaceutical exports going into the US market.

Agreement Details of the Deal

In exchange for the tariff guarantee, the UK has agreed to raise expenditure on pharmaceuticals through the National Health Service (NHS). This pledge secures that tariffs on these crucial exports will be held at zero for a duration of three years.

This agreement is in response to previous threats to significantly raise tariffs on branded pharmaceutical products, with increases floated up to 100%.

"This arrangement between the UK strengthens the worldwide climate for cutting-edge drugs and introduces much-needed balance to American-British pharmaceutical trade," a release noted.

Economic Significance

Drugs represent one of the Britain's biggest export categories to the US, which is easily the largest destination for major UK drugmakers.

Statistics show that in the year prior to last September, the UK exported drugs valued at £11.1bn to the US. This amount made up 17.4% of total UK exports in that period.

"This deal safeguards work, increases funding and paves the way for the UK to become a worldwide center for biotech and pharma," a government official remarked.

Specific UK Commitments

The pact involves several specific changes from the United Kingdom:

  • Higher Cost Ceiling: The UK will increase the cost ceiling at which it judges new treatments to be prohibitively costly by 25%.
  • Higher Drug Budget: There is a goal to raise overall NHS spending on drugs from 0.3 percent of GDP to 0.6% over the next decade.
  • Refund Ceiling: The percentage pharmaceutical firms must return to the NHS to stay within budget will be limited at 15%. Last year, rebates exceeded twenty percent.

Broader Context

The pact comes amid a long-running row between the sector and the UK government over drug pricing and approval rates.

This friction were exacerbated by claims that US customers were charged significantly more for the identical medicines than people in the other developed nations.

In recent months, several large pharmaceutical investments in the UK have been halted or abandoned, while major investments have been pledged toward American operations.

The Science Minister publicly accepted that the NHS needed to invest a greater share on treatments, noting that its expenditure on drugs had shrunk as a share of its resources over the last ten years.
